A2 Level: A2.

Citizenship and a permanent residence permit require the first category of proficiency in the state language. This is equivalent to level A2.

The syllabus describes this level as limited spoken and minimal written proficiency.

Two exams, not one: The language and Constitution exams are held on different dates and require separate fees. The law requires you to pass the language exam first—both for citizenship and permanent residence.

Resolution No. 1687 of the Government of the Republic of Lithuania of 24 December 2003, paragraph 5 (version of 17 April 2009).

Exemptions: the exemptions are listed in «Dėl užsieniečių teisinės padėties», Article 53(8), and the Law on Citizenship, Article 18(4). Note: secondary legislation does not provide an exemption for “graduating from a Lithuanian school” (we checked Order V-187 of 2024-02-15—it is not included). There is a separate provision for the spouse of a Lithuanian citizen who was deported or imprisoned for political reasons who only needs to take the Constitution exam.

The following are exempt from both the language and Constitution exams:

  • people aged 65 or over;
  • people assessed as having a working capacity level of 0–55%;
  • people of retirement age assessed as having a high or moderate level of special needs;
  • people with severe chronic mental and behavioural disorders.

Children under 18 are also exempt from the requirement to have a lawful source of income.

Separately, the language exam is not required for anyone who has passed it before and holds a certificate confirming the first, second or third category of proficiency in the state language.

Work: language proficiency categories

II B1 education, culture, healthcare, social services, civil servants and public officials
III B2 heads of institutions and companies, teachers, aviation professionals, and maritime and inland waterway transport professionals

The A1 requirement applies for two years from the date you were first issued a document granting you the right to reside in Lithuania. If it was issued before 31 December 2025, the two-year period starts on 1 January 2026. After that, you will need A2 to work in retail and services.

The same applies to seasonal work permits.

If you have temporary protection (war refugees from Ukraine), this requirement does not apply to you.

Why it is difficult now

  2. Free state-language courses through the Employment Serviceenrolment is suspended (according to their page, updated on 24 March 2025). State-funded courses under an EU project are expected in autumn 2026.
  3. Exam places may be unavailable: there are up to 800 across the country at any one time. As of 28 July 2026, no dates were available at centres in Vilnius, Vilnius District or Klaipėda.

How to register

  • Register for Track A exams through MIGRIS (migracija.lt): go to “Egzaminai” → “Rezervuoti egzaminą”. An account is required.
  • Registration opens 30 days before the exam and closes 7 days before it. Your registration is confirmed only after payment.
  • You can take the exam at the designated school in your municipality; if no places are available, the system will offer another centre.
  • Fee: we do not publish an amount. You will see the exact amount in MIGRIS when registering, on the payment screen. Online sources give conflicting figures, so we do not quote an amount to avoid providing incorrect information. Information line: +370 707 67000

Frequently asked questions

What language level is required for permanent residence and citizenship?

You must pass the state language proficiency exam (equivalent to A2, or “Category I” under the exam programme) and a separate exam on the fundamentals of the Constitution. Both are arranged through MIGRIS.

What language level is required for work?

It depends on the position: the basic category corresponds to A1, Category I to A2, Category II to B1 and Category III to B2. The category exams are administered by NŠA (National Agency for Education).

Are the work exam and the immigration exam the same?

No. These are two separate systems, and results cannot be transferred between them: immigration procedures go through MIGRIS, while work-related categories are handled by NŠA. Passing one does not automatically count towards the other, so check the requirements for your specific procedure.

How do I register for the exam?

Registration opens 30 days before the exam and closes 7 days before it. Places are limited nationwide, so keep an eye on when registration opens.
